Over the last decade, drug cartel violence in Mexico has changed the way journalists, politicians, police officers, and soldiers do their jobs. The increasingly violent tactics of the cartels have provoked experiments in martial law and given new powers to a military that is sometimes just as violent. How does a democracy confront an internal organization that has no interest in engaging with the political process? What can Mexico learn from Colombia? Should the U.S. be doing more to help?
