As each successive cease-fire agreement fails, Syria falls deeper into chaos. The country's connections to regional powers Iran and Turkey make the application of pressure politically difficult, while the indirect link to the Israel-Palestine conflict only makes matters worse. Last week, Russia and China agreed to increase UN Observers in the country. Is this a sign of increased willingness to act? Or, are China and Russia offering token help in order to avoid criticism?
